HMS (2025)

Iceland's national requirement from HMS for a life-cycle carbon assessment of new buildings, in force from 2025.

What is HMS (2025)?

HMS (Housing and Construction Authority) introduced a national life-cycle assessment requirement for new buildings in Iceland from 2025. It asks for a whole-life carbon calculation rather than a materials-only account, so operational energy and end-of-life phases are part of the picture.

Because Iceland's electricity is close to carbon-free, the material choices dominate the result, which makes early comparison of build-ups the single most useful thing a project team can do.
